State system employee and state system employer

A state system employee is an employee who is not employed by a constitutional corporation and is generally covered by state employment laws.

State system employees are employed by:
• sole traders;
• partnerships where the partners are individuals rather than companies;
• trustees where the trustee is an individual rather than a company; and
• other incorporated bodies (such as incorporated associations) that do not engage in substantial trading or financial activities.
